Илья Ломакин-Румянцев имеет разносторонний опыт работы в различных сферах государственного управления, в частности возглавлял Федеральную службу страхового надзора. Позднее руководил Экспертным управлением Президента России. Был членом Совета Федерации России, входил в Советы директоров «Агентства ипотечного жилищного кредитования» (АИЖК), «Росгосстраха», «Россельхозбанка». Возглавлял Президиум Ассоциации компаний розничной торговли (АКОРТ).
В настоящее время член Экспертного совета Правительства России, Совета по аудиторской деятельности Министерства финансов России, Общественного совета при Министерстве промышленности и торговли России.

Smart regulation
“Smart-regulation” is a set of the leading principles and instruments, designed to help field policy developers in making regulation more transparent and effective in pursuing its final goals.
“Smart regulation” is aimed at legislation optimization by means of regulation quality management throughout the cycle of policy elaboration and implementation; improvement of the whole legislation block by simplification and profit/expenses estimation, including estimation based on impact assessment evaluation and improvement of its implementation. Another objective of «smart regulation» is to lower administrative barriers and costs for business.
Regulation that is more effective is a part of a movement towards more effective public administration. It rests upon a desire to improve quality of public services and necessity to lower state intervention. Strive for laws and regulations quantity reduction (deregulation) was an initial goal of regulatory policy.

Self-regulation of Russian consumer market
Self-regulation project is one of the most relevant and ambitious Center’s projects. In 2017 Andrey Sharonov, the President of the School has headed a public council of the Federal Antimonopoly Service (FAS); subsequently Fas has chosen A. Sharonov as a mediator and the School as a venue for the development of Russian food market self-regulation. Later roundtable discussions regarding self-regulation with participation of business and federal executive authorities’ representatives, including Vice Prime-Minister A. Dvorkovich and FAS head I. Artemyev were held at the School’s venue.
In September 2018, the Consumer Market Development Center became a point of expertise aimed at self-regulation development support. In October 2018 A. Sharonov was appointed to the post of the Chairman of the Commission for the implementation of the Code of good practices (the Commission). In November 2018, the first meeting of CEOs of the largest retail chains and vendors dedicated to the discussion of food market self-regulation outlooks and transformation of the Commission’s activity has been held. The participants of the meeting unanimously confirmed their readiness to develop self-regulation on consumer products market.

The project implies development of strategy of localization and achievement of Sustainable Development Objectives adopted by UN in 2015 on the Russian consumer market; and initiation of a process of business and state incorporation in the development of a roadmap of Sustainable development objectives achievement on the Russian consumer market mediated by the Center.

Food security of Russia
At the very stage of organization, the Center has participated in the development of a new version of the Food Security Doctrine of the Russian Federation. A series of expert discussions of analytical survey devoted to the current state of Russian food security prepared by Agrofood policy center of the Institute of applied economic studies RANEPA has been held at the School’s venue. This project was implemented in cooperation with the Council for Foreign and Defense Policies. The Government, Security Council and Russian Ministry of Agriculture have considered proposals prepared at the Center’s venue.

The Presidential decree № 204 sets up new primary objectives in the agricultural sector of the Russian Federation. According to the Decree, it is required to achieve the following to 2024:
- To rise products export 2,2-fold to 45 bln USD;
- To develop harmonized country-wide consumption standard and to provide population with secure quality products for a fair price;
- To lay the ground for small and medium enterprises’ development.
Achievement of this set of primary objectives is possible only upon union of key players of transport, agriculture, food and trade industries. Organization of food market infrastructure is a global project of country’s social and economic development uniting all stakeholders in a consolidated manufacturing logic.

Consent to the Processing of Personal Data
Hereby I, hereinafter referred to as the «Subject of Personal Data», pursuant to the Federal Law of 27.07.2006 № 152-FZ «On Personal Data» (as amended), freely, of my own accord and in my own interest, give my consent to the Moscow School Management «SKOLKOVO» (hereinafter referred to as the «School», legal address: 143025, Moscow region, Odintsovsky district, Skolkovo, Novaya Street, 100) to the processing of my personal data provided during the registration by filling out the web form on the School's website skolkovo.ru and its subdomains *. skolkovo.ru (hereinafter referred to as the «Website»), directed (filled) with the use of the Website.
I understand personal data as any information relevant to me as the Subject of Personal Data, including my last name, first name, address, education, occupation, contact information (phone, fax, email, postal address), photographs, and other information. I understand the processing of personal data as the collection, classification, accumulation, clarification, updating, modification, use, distribution, transmission, including cross-border, depersonalization, blocking, destruction, permanent storage, and any other actions (operations) with personal information.
The processing of personal data of the Subject of Personal Data is carried out solely for the registration of the Subject of Personal Data in the database of the School and then directing to the Subject of Personal Data mail messages and SMS notifications from the School, its affiliates and/or sub-contractors, including advertising content, information letters and newsletters, invitations to the events of the School, and other advertising and news content, as well as for the confirmation of the identity of the Subject of Personal Data when visiting the events of the School.
The date of issue of the consent to the processing of personal data by the Subject of Personal Data is the date of sending the registration form from the Website of the School.
The processing of personal data of the Subject of Personal Data can be accomplished by means of automation and/or without the use of automation in accordance with applicable laws of the Russian Federation and internal regulations of the School.
The school takes the necessary legal, organizational and technical measures or ensures their application to protect the personal data against unauthorized or accidental access, destruction, modification, blocking, copying, providing, distribution of the personal data, as well as other illegal actions towards the personal data and commits itself to preserve the confidentiality of the personal data of the Subject of Personal Data. The school has the right to involve subcontractors in the processing of personal data of the Subject of Personal Data subjects as well as the right to transfer the personal data to its affiliates for processing, ensuring the assuming of the relevant obligations of personal data confidentiality by such subcontractors and affiliates.
I am aware that:
1) this consent to the processing of my personal data provided during registration at the Website of the School and directed (filled) with the use of the Website is valid for twenty (20) years starting from the date of the registration at the Website of the School;
2) the consent may be revoked by me on the basis of a written application in optional form;
3) the provision of personal data of third parties without their consent is punishable in accordance with the current legislation of the Russian Federation.
