The purpose of the Center is to promote the balanced development of the consumer market in Russia, including expert support for market development and replication of effective solutions and practices.

The center plans to work in the following areas:

• expert-analytical activity on topical issues of the development of the consumer market in Russia;
• the development of market strategies aimed at the balanced and sustainable development of the consumer market in Russia;
• development of self-regulation mechanisms in the consumer market of Russia;
• development and implementation of educational programs for participants of the Russian consumer market;
• attracting foreign investors to Russia and supporting Russian companies when entering foreign markets;
• improving the economic and political environment for Russian business;
• increasing the competitiveness of Russian manufacturers through the use of new technologies and the development of managerial competencies;
• development of standards of work of the consumer goods market.

To ensure the effectiveness of the Center:

• unites specialists of various levels and profiles for the joint solution of the tasks of the country's social and economic development;
• creates an open dialogue platform for participants in the consumer market, government bodies and the expert community.

At the stage of formation, the Center took part in a project to develop a new version of the Doctrine of Food Security of Russia. A number of expert discussions were held at the School site of the Analytical Review of the State of Food Security of Russia, prepared by the Center for Agri-Food Policy IPEI RANEPA under the President of Russia. This project was implemented jointly with the Council on Foreign and Defense Policy. The Government, the Security Council and the Ministry of Agriculture of the Russian Federation reviewed proposals prepared at the site of the Center.

The Center plans for 2019 to include projects in the field of self-regulation of the food market of the EAEU, sustainable development of the Russian consumer market, smart regulation and the wholesale distribution infrastructure.

The head of the Russian Consumer Market Development Center Ilya Vadimovich Lomakin-Rumyantsev has a diverse experience in various areas of government; in particular, he headed the Federal Insurance Supervision Service. Later he headed the Expert Department of the President of Russia. He was a member of the Federation Council of Russia; he was a member of the Boards of Directors of the Agency for Housing Mortgage Lending (AHML), Rosgosstrakh, and Rosselkhozbank. Headed the Presidium of the Association of Retail Companies (ACORT).

Currently a member of the Expert Council of the Government of Russia, the Council for Audit Activities of the Ministry of Finance of Russia, the Public Council under the Ministry of Industry and Trade of Russia.

President of the SKOLKOVO business school Andrei Vladimirovich Sharonov joined the SKOLKOVO team in September 2013, leaving the post of vice-mayor in the Moscow Government on economic policy issues, oversaw the formulation of the budget, government procurement, and industry and business support policies, and regulated the trade and services market.

At present, he heads the Public Council under the FAS of Russia, the Commission for the Application of the Code of Fair Practices (KDP). He was the Chairman of the Regional Energy Commission, Vice-Chairman of the Executive Committee of the Moscow Urban Forum, Chairman of the Board of Directors of NefteTransService Management Company LLC, Member of the Board of Directors of Sovcomflot PJSC, NOVATEK OJSC, and PhosAgro PJSC.
